Namibia's tax collecting authority

The Namibia Revenue Agency (NamRA) is Namibia’s national tax collecting authority. It was established as an autonomous agency under the Namibia Revenue Agency Act 12 of 2017 and officially launched in 2021. NamRA took over the functions previously handled by the Department of Inland Revenue and the Directorate of Customs & Excise within the Ministry of Finance.

NamRA is responsible for assessing and collecting all taxes and duties on behalf of the State, receiving and recording State revenue, and administering customs and excise services. Its work covers individual income tax, corporate tax, value-added tax (VAT), and international trade taxes, including Southern African Customs Union (SACU) receipts.

The agency operates as an agent of the State under the supervision of the Minister of Finance. Its core objectives include improving tax and customs compliance, levying penalties and interest on overdue accounts, enhancing service delivery to taxpayers and traders, and building public trust and credibility.

NamRA’s vision is to become a world-class revenue agency that serves with passion to positively impact the livelihoods of every Namibian. Its mission focuses on administering and enforcing tax and customs laws with consistency, fairness, efficiency, and effectiveness, while remaining responsive to the needs of taxpayers and traders.

Since its establishment, NamRA has significantly strengthened domestic revenue mobilisation. It has consistently met or exceeded annual revenue targets and has contributed to Namibia maintaining one of the higher tax-to-GDP ratios on the African continent.

The agency continues to modernise its systems (including electronic filing via ITAS), expand regional service points, and improve trade facilitation while ensuring compliance and protecting the country’s fiscal interests.
