Ministry of Agriculture, Fisheries, Water and Land Reform

The Ministry of Agriculture, Fisheries, Water and Land Reform (MAWLR) is the government institution responsible for the development, management, and sustainable utilisation of Namibia’s agricultural, fisheries, water, and land resources. It plays a critical role in ensuring food security, rural development, and the sustainable management of natural resources.

The Ministry oversees agricultural development, including crop and livestock production, extension services, and support for farmers. It also manages land reform and resettlement programmes aimed at redressing historical land imbalances and promoting productive land use.

In the fisheries and marine resources sector, the Ministry is responsible for the sustainable management and development of Namibia’s fisheries resources, both marine and inland. This includes regulating fishing activities, promoting aquaculture, and ensuring the long-term viability of the sector, which is a major contributor to the economy.

Water resource management falls under the Ministry’s mandate, covering water supply, sanitation, irrigation development, and the protection of water resources. It works to improve access to water for domestic, agricultural, and industrial use while promoting efficient and sustainable water management practices.

The Ministry formulates and implements policies and strategies to support the growth of the agricultural and fisheries sectors, improve productivity, and enhance Namibia’s resilience to climate change. It also coordinates with various stakeholders, including farmers’ unions, regional councils, and development partners.

Through its combined focus on agriculture, fisheries, water, and land reform, the Ministry of Agriculture, Fisheries, Water and Land Reform is central to Namibia’s efforts to achieve sustainable economic growth, reduce poverty, and improve livelihoods, particularly in rural areas.
