A more inclusive, sustainable, and economically resilient urban centre

The Investment Promotion Unit (IPU) is the dedicated investment facilitation office of the City of Windhoek. It operates within the Economic Development Division and serves as the first point of contact for both local and foreign investors seeking to do business in Namibia’s capital.

The IPU provides hands-on support throughout the investment journey. This includes guiding investors through municipal processes, assisting with land and property inquiries, facilitating permits and licences (such as Fitness Certificates), and fast-tracking approvals for strategic projects.

A key function is investor aftercare. The unit continues to support businesses after they have established operations by helping resolve challenges, connecting them with relevant networks, and assisting with expansion or re-investment plans.

The IPU also promotes investment linkages between foreign companies and local enterprises, organises business forums (such as the Windhoek Mayoral Business Forum), and facilitates trade promotion events, seminars, and conferences in collaboration with partners like the Namibia Investment Promotion and Development Board (NIPDB).

It works closely with national and local stakeholders to support public-private partnerships (PPPs) in urban development and infrastructure. The unit aligns its activities with priority sectors identified in the Windhoek Economic Development Strategy, including agro-processing, tourism, logistics, renewable energy, ICT, and MSME development.

By removing operational barriers and providing personalised service, the IPU helps make Windhoek a more business-friendly destination while contributing to job creation, economic diversification, and improved urban services.
