Ministry of Industries, Mines and Energy

The Ministry of Industries, Mines and Energy (MIME), also known as the Ministry of Mines and Energy (MME), is the government institution responsible for the promotion, regulation, and sustainable development of Namibia’s mining, energy, and industrial sectors. It plays a central role in managing the country’s mineral and energy resources for the benefit of all Namibians.

Following the 2025 government restructuring, the Ministry absorbed the industrial development functions previously handled by the former Ministry of Industrialisation and Trade. It now oversees policy and regulation across mining, petroleum, energy, and broader industrial development.

The Ministry is responsible for granting and managing mineral rights, petroleum exploration and production licences, and ensuring compliance with safety, health, and environmental standards in the extractive industries. It also collects royalties and promotes investment in the mining and energy sectors.

In the energy space, the Ministry formulates policies for electricity, renewable energy, and fuel supply. It works closely with state-owned enterprises such as NamPower, Namcor, and the Electricity Control Board (ECB) to ensure energy security and support Namibia’s transition toward a greener energy mix.

The Ministry supports industrial development by promoting value addition, local beneficiation of raw materials, and the growth of downstream industries. It contributes to the “Growth at Home” strategy by creating an enabling environment for manufacturing and industrialisation linked to Namibia’s natural resources.

Through geological surveys, data provision, and investment facilitation, the Ministry of Industries, Mines and Energy remains a key driver of Namibia’s resource-based economic development while ensuring that mining and energy activities are conducted sustainably and responsibly.
